Visa Application with Certificate of Eligibility


If you have received a Certificate of Eligibility issued by the Ministry of Justice in Japan, you must still obtain a visa from a Japanese embassy or consulate before entering the country. As noted on the Certificate of Eligibility, it is valid for three months from the date of issue. If you fail to enter Japan within three months, you may be refused entry.

Instructions for applying for a visa with Certificate of Eligibility

You may apply in person at our office with no appointment, or by mail. Please submit;

  1. Valid original passport (must have at least one visa page left)
  2. Visa Application Form to Enter Japan
  3. One passport size photograph for the application form (glued or leave loose)
  4. Original Certificate of Eligibility
  5. Release of Liability Form
  6. A self-addressed return envelope with a prepaid overnight air bill, or Express Mail stamp

If you are applying for a visa/picking up your passport in person, you do not need to submit #5 and #6 in the instructions.


For Non-U.S. citizens, Copy of Green Card or valid I-94, and U.S. resident visa (F or J visa holder must bring an I-20 or DS-2019 )





Application Procedures

Processing Time

The time to process an application for a Visa depends on the applicant's circumstances. In most cases, it takes 3 working days if the documentation is in order. There are some cases; however, in which a few weeks or more are needed to process an application.

Criteria of Visa Issuance


In principle, a Japanese visa will be issued to an applicant when he/she fills all of the following requirements and the issuance is regarded as reasonable:


a) The applicant possesses a valid passport (with at least one blank visa page, we cannot issue a visa on a page reserved for amendments or endorsements) and is entitled for the re-entry to a country of which he/she is a national or citizen or a country of his/her residence.

b) All submitted documents shall be authentic, completed and satisfactory.

c) The activities to be engaged in while in Japan, or the civil status or the position of the applicant, and the period of stay shall meet the requirements for the status of residence and the period of stay stipulated in the Immigration Control and Refugee Recognition Act (Cabinet Order No.319 of 1951 hereinafter referred to as "the Act").




Certificate of Eligibility


An applicant who wishes to enter Japan under the visa categories of Employment/Working, General or Specified should obtain, in principle, a Certificate of Eligibility. The Certificate of Eligibility is a document issued by the Ministry of Justice in Japan. In order to obtain a Certificate of Eligibility, the applicant must have a sponsor in Japan, such as an employer, a school, a relative, etc... The sponsor in Japan must contact the local Immigration Office in order to apply for your Certificate. The phone number of the Tokyo Immigration Office is +81-3-5796-7112.


The sponsor should submit (in Japanese) a Letter of Reason for Invitation (pdf) or a Letter of Guarantee (pdf), in addition to other necessary documents, to the Ministry of Justice to procure a Certificate of Eligibility. The sponsor should then send the Certificate of Eligibility to the applicant, which should then be provided to the Japanese Consulate or Embassy abroad with the visa application.
