   On September 29, Consul-General Yoichi Matsumoto held the Conferment Ceremony for William M. Turner, President of the Japan Society of New Orleans, who was awarded “The Order of the Rising Sun, Gold and Silver Rays” and Michael S. Mitchell, former President of the Japanese Garden Foundation, who was awarded the Foreign Minister's Commendation at the Southern Yacht Club in New Orleans, Louisiana. At the ceremony, Consul-General Matsumoto congratulated William M. Turner and introduced his many years of service as President of the Japan Society of New Orleans and his contributions to Japan-U.S. exchange at the grassroots level, read his Decoration of Honor, and presented him with the Order. Consul-General Matsumoto also congratulated Michael S. Mitchell, former President of the Japanese Garden Foundation of New Orleans, on receiving the Foreign Minister's Commendation Award, and presented him with a certificate and a gift, while introducing his contributions to the management and development of the Japanese Garden in New Orleans.
